we'd plan to ship onboarding overlay in 56 and need locale support. According to MDN pontoon page we need to 1. create a separate locale project in github or somewhere, and 2. sync periodically back and forth between mozilla-central's locale/en-US/ and the locale repo * https://developer.mozilla.org/en-US/docs/Mozilla/Implementing_Pontoon_in_a_Mozilla_website

This work is only required based on the assumption that we will be uplifting the system add-on between 56 and 57. Is that part of the *confirmed* landing plan?

Looks like my question is answered in bug 1369291?
according to flod's comment in bug Bug 1369291 comment 14, as we don't have to update onboarding system-addon between firefox versions before 57 (and we can discuss that with PM/UX afterward) So we don't need do this now.

as bug 1369291 comment 18 we can land strings before they're actually used in MC, so generally we don't need a separate locale repo
