Refer from Bug 1367309 comment 29, we have DeleteDatabaseOp::VersionChangeOp::DeleteFile() indexedDB and RemoveNsIFile() in DOM Cache now. We should have helper functions in dom/quota to delete file and use it to all quota clients.

I am not active on this bug, so remove myself from the assignee.

Context:
The goal of this bug is still the same. We now have two functions in indexedDB and DOM Cache for removing files, but, basically, they do the same thing. Thus, it'd be nice if we can have a helper function in dom/quota for clients to do that.
