The "Window" menu, which lists currently-open windows, isn't
available when Chatzilla is in front.
Reproducible: Always
Steps to Reproduce:
1. Start Mozilla
2. Open a browser window, like the mozilla.org page
3. Press command-3 to open Chatzilla
Actual Results: The Window menu isn't there.
Expected Results: The Window menu should be present, regardless of which window
is in front.
Command-1 (to switch to a browser window) still works, so it's
not fatal, but it would nice and consistent.
