Details
It seems that regardless of Telemetry prefs, we will store the pings locally. Currently, if "disabled" telemetry seems to mean "do not upload". This also means that if user does opt-in to report telemetry, we will upload telemetry which we've collected while user was opted-out.

I'm going to consider this change separately for sync ping vs core ping, since the implications of core ping changes might be a bit broader - sync ping is quite isolated from the rest of the world, while core ping might have some external tie-ins/expectations.
