[Steps to Reproduce]
1. Start Nightly in RTL locales (e.g. Arabic) with browser.onboarding.enabled = true
2. Go to about:home

[Actual Results]
onboarding-overlay-icon overlaps with mozilla logo on about:home in RTL locales.

[Expected Results]
onboarding-overlay-icon should not overlap with mozilla logo.
