This may well have been removed intentionally but no explanation was provided and no similar feature or alternative seems to be available.

This is now absent whilst signed in as a contributor on both Stage & Prod

Previously as on Kitsune   (Not entirely identical to the Lithium one but similar)

How are contributors expected to navigate Lithium Sumo now ?
The additional astereisks indicate what are probably the more important items.

All the items you listed are from the Kitsune "Contributor Tools" drop-down menu.  I don't remember a similar contributor drop-down menu on Lithium.  

The missing "Contributor Resources" link for signed-in contributors needs to be added back, as well as the "Support Questions" link to the support forums:

If for instance you visit a KB article for example try 
* http://migration26.stage.lithium.com/t5/-/-/ta-p/1170
* OR  https://hwsfp35778.lithium.com/t5/-/-/ta-p/1170 

There is no Title on that KB article.
There are also no top edge links.
There is no language selector or search bar.
There is no Mozilla Support link { Expected to be seen top left

The only obvious  way out is to navigate to Mozilla links from the footer, or use the browsers back option. 

Whether a visitor or a signed in contributor you are in a dead end.
As a signed in contributor you get a few additional links, such as to the writers of the article and its history, but I did not see any method of getting to its discussion or edit tools, or to get to anywhere else within Sumo.

I think the home page is missing which may indicate work is in progress on this.
The page not found does at least have the top edge links and search bar, but has a sign in option instead of my Avatar.

Your screenshot shows the URL https://hwsfp35778.lithium.com/t5/ where I also get a "Page not found" error.
The correct home page URL https://hwsfp35778.lithium.com/ works, whether I'm signed in or not and redirects me to 
https://hwsfp35778.lithium.com/t5/Mozilla-Support-English/ct-p/Mozilla-EN ... however, the Contributor Resources and the Support Questions links I mentioned in comment 1 are still missing, even when I'm signed in.

Bug 1372283 has been filed by Joni. I would add additional comments on the KB article issues (no top edge links, no language selector or search bar, etc.) to that bug.
