1372053 - Disable external media tests on buildbot

The media team are sunsetting the external media tests (see Bug 1362252). I am currently removing the tests from tree (Bug 1372051). However, before doing so I believe they should be disabled on buildbot to avoid issues. Would it be possible to remove the buildbot configuration running the external media tests?

These tests show up in treeherder under VideoPuppeteer. I see two being run with job names: "Media Tests MSE Video Playback" and "Media Tests MSE YouTube Playback".

Please let me know if any other information is required in order to disable these.

What version(s) of Firefox will this apply to? Do we need to keep running these tests on release branches, or can we disable them globally?

Note: this patch removes external media tests on buildbot only. 
From what I could see, they're also running on TaskCluster, e.g. https://treeherder.mozilla.org/#/jobs?repo=mozilla-central&filter-searchStr=external%20media&filter-build_system_type=TaskCluster

@Bryce: do you want these tests removed from TC as well?

Thank you! I do want the removed form TC also. I'm a bit more familiar with TC and have a patch that I believe does it. I was going to submit it on another bug to follow this one up. Does that sound good? If there's another preferred option, or if there are TC details I'm unaware of that mean I can't make all the required changes (tinkering behind the curtain as it were), please let me know!

Patch landed in production, I can confirm the external media tests are no longer scheduled and run in buildbot.
