Steps:
1. Open new tab
2. Tab the fox icon in left upper corner
3. Set your resolutions less than 1200 in width.
Expected result:
- you are able to read the pop up
- pop up should resize compared with window width
Actual result:
- the pop up remains fix and you can not read the whole page

This has been fixed by closing any open Onboarding Tour overlays if the window is resized smaller than the minimum width/height for the overlay, and by not showing the Onboarding notifier (top left firefox logo on NTP) when the window is smaller than the minimum width/height.
