As brought up in bug 1294230, now that we have Travis CI support, it seems like a good idea to move mozillapulse to GitHub. I've created a Pulse team to administer it.
Similarly, we should move PulseGuardian from the main mozilla org to mozilla-services.

Repo created at https://github.com/mozilla-services/mozillapulse. I also created a team called "pulse" to administer it (and PulseGuardian, when I move it).
I also committed the Travis CI support and a couple other files that I somehow missed when I committed the fix in bug 1294230.
I tried move PulseGuardian over, but for some reason it silently failed. Maybe a transient problem; I'll try again later.
Still have to update the hg repo and docs.

I also had to retrigger a test after I pushed up the feature branch. It passed the second time, so must be an intermittent problem. I will file another bug.

mozillapulse hg repo has been replaced with a simple README redirecting people to GitHub. Pulse wiki pages have been updated with new links.
I also moved pulseguardian and pulsetranslator over to mozilla-services though amusingly I lost admin privileges in the process. I've requested ckolos grant them back to the mozilla-services' pulse team.
