Bulk priority update of open intermittent test failure bugs.

Did some retriggers and found that 1 out of 20 jobs are failing.

I did 40 extra retriggers and didn't see another instance, so I will say this is not easy to find in that range- lets see how this fails over the next week or two

Based on the retriggers, it seems the problem started with Bug 1445731.

I'm not sure how that could have caused it... The change [1] seems unlikely to have any real effect?
