1373039 - change LDAP configuration for mdc1

according to bug 1369810 the new LDAP host for mdc1 is 

ldap-slave.vips.private.mdc1.mozilla.com

There needs to be a datacenter-specific conditional set for mdc1 in moco-configs.pp so that hosts in the mdc1 datacenter query the above host. The default for everything else should still be scl3 for now.

I applied the changes, confirmed the ldap URI change, whitespace and quotes changes, and pushed to default:
