During this testing I found 2 follow-up bugs (Bug 1384608, Bug 1384610) but considering that complete theme installation is blocked when extensions.legacy.enabled is set to false I will mark this issue as Verified Fixed since the other bugs are tracked separately.

Tested on Firefox 56.0a1 (2017-07-26) under Windows 10 64-bit, Ubuntu 16.04 32-bit and Mac OS X 10.12.3.
