Inspired by bug 1373162,

I think we should set the DEBUG flag according to the AppConstants.NIGHTLY_BUILD || AppConstants.DEBUG_BUILD.

The reason is that our HLS only supports on Nightly and we want to collect all the issue from the end users with logs.
