The menus under the NEWS tab on the left of the page are not hidden on page
load.  They overlap each other and the contents of the news column in the middle
of the page (which, thus, cannot be read).

The page displays correctly in Netscape 4.79 or IE.

Reproducible: Always
Steps to Reproduce:
1.Load the page
2.The menus are not hidden
3.The central column cannot be read

Actual Results:  The menus are overlapped and part of the contents of the
central column cannot be read.

Expected Results:  Hide the menus on page load.
When the mouse is over one entry in the NEWS menu on the left, then show only
the menu for that entry.
Hide all the menus when the mouse leaves the NEWS menu, to be able to read the
central column.
The site tries to feed us NS4-only code, which fails in Mozilla (being NS4-only).
