Attachment: location bar after focusing

Steps to reproduce:
 1. open Firefox Developer Edition 55.0b2 (64-bit)
 2. focus to location bar

Actual result:
  "Tip: Get help finding things! Look for the ... next to search suggestions." overlaps with "Firefox D..." maybe (Firefox Developer Edition or something) and cannot read what's written there

Expected result:
  no overlap

We've already shipped dev-edition 55, so this is only about new dev-edition users.

max-width of "search-suggestions-hint-typing" is set to 12ch indeed, that's not correct.
A simple solution would be to hardcode "Firefox" there, but it may not work well with third party builds.
We may have to set the maxWidth at runtime.

The hint has been removed in the Quantum Bar.
