Ctrl+shift+drag on a bookmark/bookmark folder indicates a (symbolic) link will be created, but only a copy is created

Steps to reproduce:

1. Show all bookmarks (Ctrl+shift+O), or alternatively use subfolders in the bookmarks bar.
2. Grab a folder, drag it around, press ctrl+shift, notice how the icon changes to a link icon.
3. Drop it in another folder, notice that you now have 2 folders that look the same.
4. Modify either folder, notice that they are in fact separate copies.


Actual results:

The folder got copied.


Expected results:

The "copy" should have been a symbolic link.
