Environment: 
Device: Huawei MediaPad M2 (Android 5.1.1);
Build: Nightly 56.0a1 (2017-06-18);

Steps to reproduce:
1. Launch Firefox with a clean profile (do not perform "sign in to sync");
2. Long tap on a bookmark -> Edit -> Mobile Bookmarks -> New Folder -> "A" and Parent Folder: Mobile Bookmarks;
3. Create folder "B" following step 2.
4. Create folder "C" following step 2.
5. Observe the list order, Bookmarks panel. 

Expected result:
The last folder added ("C") is displayed on top of the list;

Actual result:
The first folder added, A, is displayed on top of the list.

Notes:
If the sync is performed, the last folder added is displayed on top of the list, above "Desktop bookmarks" folder.
Reproducible also if the sync is performed on build from 07/04.

Hi Sorina:

We just tested it again on 59 Nightly and are unable to repro it now. (I was able to do so with 58 Nightly) Would you help check if this is also the case you see on 59? Thanks.

Tested with Google Pixel (Android 8.0) and Nexus 5 (Android 6.0.1) on latest Nightly build and the issue is still reproducible.

I don't think it's an issue for power users only: I put a bookmark at the top in a folder, and then I don't see it anymore, because it's suddenly moved at the bottom, or in the middle... for folders with lots of bookmarks it is very incovenient.
For me losing the order of my bookmarks *is* data loss.
