Create tests using pytest, and mock to avoid network testing.
Done:
- Refactored transparencyscript into helper functions to make script more compact
  - get_config_vars --> +get_task_vars, +get_transparency_vars
  - get_summary --> get_tree_head
  - get_command functions
- Added tests for helper functions in utils.py
