User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.10; rv:52.0) Gecko/20100101 Firefox/52.0 Build ID: 20170607123825 Steps to reproduce: Add a menu/button to enable and disable cookies. It should contain “no cookies - cookies from domain - all cookies - domain + existing 3rd party cookies”.

This is not possible because some of the values are global and some are principal specific. There is no such thing as a domain permission. You would need to open a bug against toolkit to first extend the permissions api.
