When adding a new site to Publishing sites, that site is added twice, both when
clicking "new site" or "OK"

Reproducible: Always
Steps to Reproduce:
1. Edit -> Publishing Site Settings...
2. Add a site to Publishing Sites


Actual Results:  Site is added twice

Expected Results:  Site should be added once

you are using a very old build. we have mopped
up a lot of these issues...try a new build
and if it works, please mark this bug RESOLVED-WFM.
