We now have a Docker environment that works for local development. This environment is improving over time, but I've switched to it for all my Socorro development. Further, this environment is the basis for our new infrastructure. Given that the new Docker environment can be used for local development, is better than the existing Vagrant environment (Vagrant runs a generic Socorro while the Docker environment is prod-like), and we're a small team that can't do a million things, it behooves us to drop the Vagrant environment. This bug covers removing: 1. vagrant-specific puppet files 2. vagrant configuration files 3. vagrant-related documentation 4. (bonus) vagrant-specific bits of script files
