Steps to reproduce:

Open the menu, press zoom out


Actual results:

Only the font size of the page was reduced


Expected results:

The size of every object on the page should have been reduced.

I want to work on this, please point me towards something, I'm already looking in mozilla-central/layout.
Maybe this is somehow using the "zoom text only" feature? Under the View menu, under Zoom there is an option for that you can see if it's checked.
