This smells like a dupe of bug 1374917.

Note that we have a bunch of intermittents on tooltool pulling, and while they're being worked around by a) retrying b) fixing the bugs that prevent retrying from happening, they all root from the tooltool proxy to be unreliable, and no amount of b) is going to fix that.
