The "Exporting extension to %s" output from `cfx xpi` is currently
41 of 316 lines of output from a `mach build` when using artifacts.
We want our builds to be quiet by default to cut down on noise. This
message doesn't provide much value. So, we introduce a -q/--quiet flag
to `cfx`, guard some prints with it, and teach the build system to pass
it.

If anyone misses the output, they can always build with `mach build -v`.

We should probably file a bug to remove cfx from our build system, this hasn't been supported since Firefox 44 and will be even less relevant when we move to WebExtensions only.
