I'm starting with Windows 8 since it has Direct3D 11.1 support, which enables binding constant buffers at offsets. It's an important performance consideration: on Windows 7 we have to create lots of individual buffers and cache them, and I haven't had time to benchmark this against the existing compositor yet. So starting with Windows 8 seems best. The pref for Windows 8+ is "layers.mlgpu.dev-enabled". Windows 7 requires an additional pres, "layers.mlgpu.enable-on-windows7".

Testing on Windows 7 with the mentioned config values. Loaded google maps and the window that pops up to ask to Allow access to location is not rendered, resulting in the tabs directly under this location from being clickable. David, i was led to believe that ConstantBufferOffsetting is available via emulation under windows 7 with the platform update installed.

Re: the Google Maps bug, I'd bet that nightly is missing the fix for bug 1379014. It might be worth trying again with today or tomorrow's nightly. Re: ConstantBufferOffsetting, it turns out to have problems on older drivers on Windows 8+, so I'm going to make it a runtime test and drop the platform restriction. bug 1379413 for that.
I'm going to try re-enabling this for the next nightly. If it sticks I'll file follow-up bugs on dropping the Intel HD Graphics block, and on enabling for Windows 7 as well.

had to switch it back off on win7, my testing has found a significant increase in VRAM usage (100-200 typical) of up to 1.6GBs on multiwindow sessions in the GPU process.

This has caused a regression when WebVR is presenting, resulting in the 2d window on the desktop becoming corrupted (layers appear to be filled with solid colors). I'm investigating further in Bug 1371085
