I looked on today's Nightly both on Linux and Mac and the pref in about:config was the correct one ("Expected").
What version of Firefox is that?Flags: needinfo?(jwilliams)

We are testing on FF 56. I just checked with today's nightly build and a new profile and the url is still showing as the ("Actual").Flags: needinfo?(jwilliams)

I just realized I never mentioned the OS for this issue. This only happens on the Mac 10.12.

I tested this and it is no longer reproducible. Not sure what has changed but I will close this bug as invalid.
