Details

We have a number of metrics that we currently gather (latency, jitter, loss, AEC, etc) during WebRTC sessions. In many cases, a mechanical examination of these metrics can reveal significant information about call quality degradation.

This bug is to provide a way to monitor Call quality by exposing the flags determined in bug 1377306.  An open question will be what to do if multiple tabs have calls running, but on the other hand I'm not sure we care much about that.  A single tab with multiple calls is more interesting. 

It might make sense to not expose this directly in the browser chrome, and simply let the application display it from the standard webrtc stats, perhaps with some additions - though it appears most websites are uninterested, since they mostly aren't trying to do it today.  

This could also be provided by a Web Extension, perhaps, for those users who want to monitor it.
