Currently, the only way to disable the "onBoarding" overlay is by setting "browser.onboarding.enabled" within about:config. It might be smart to include a button or checkbox like "never show these tips."

Hi, you can 

1. open the overlay(click fox icon or the button in the notification bar) and 
2. check "Mark all as complete, and hide the tour" in the left bottom side, then close the overlay.
3. The notification and the fox icon will disappear.

It might not so intuitive since we have 2+ bugs reported for this issue, we will bring this issue to UX in the next meeting.

Just for the record, I tried clicking on that Fox icon right when this new panel landed, and this was not triggering anything. So this can add to the confusion of people unable to hide this new stuff.
