1377597 - Fennec displaying English messages when android system locale is in zh-TW

Following up Bug 1369281, the bug is not fully fixed. 

STR:
* Install Fennec 54.0.1 (latest from Play Store)
* Set Android system locale to zh-TW, or top-most in the locale list
* Set Fennec locale to system default
* Kill Firefox process and launch
* Open 'about:' page directly, or via menu item (Menu -> 設定 -> Mozilla Firefox -> 關於 Firefox)

Expected:
* Page content displayed in zh-TW
* 'Support' link should lead to zh-TW locale version of SUMO.

Actual:
* Page content displayed in en-US
* English SUMO

Note: Creating a new Private Browsing tab leads to same problem, description for Private tabs are displayed in English, while placeholder of Awesome Bar is displayed in Chinese.

Device: HTC U11 U-3u / Android 7.1.1

Doesn't happen on my Nexus 5 :'(, which is set to "中文 (繁體)". Bug 1369281 does not happend on my phone either so I cannot debug this. Leaving this to Max (he is OOO currently).

Fail to reproduce on 55 beta. Not sure which other patch fixed this. Regression window wanted, which patch on 55 fixed this bug?

This has been fixed in 54 by the switch to LocaleService. Please reopen if needed.
