Opening or closing tabs when the tab bar is visible causes the part of the
browser window containing the page content to shift up or down slightly. This
occurs when opening a new tab with only 1 tab currently open or closing a tab
when only 2 tabs are open (resulting in 1 tab remaining).
Reproducible: Always
Steps to Reproduce:
1. Make sure "Hide the tab bar when only one tab is open" is unchecked in the
preferences. Make sure "Middle-click or control-click of links in a web page" is
checked.
2. Load a web page with links in the single tab that is open.
3. Open a new tab by command-clicking a link on the page in current tab.
4. Close the just opened tab (which is not currently displayed) by
control-clicking the new tab and selecting "Close Tab".
Actual Results: The page contents move down (step 3) then up (step 4) by about
2-4 pixels.
Expected Results: The page contents should not move when opening or closing tabs.
This behavior does not occur with multiple tabs open. For example, if there are
3 tabs open and you command-click to open a fourth, there is no shifting. It's
only when 1 tab is present, either by creating a new tab (1 -> 2 open tabs) or
closing a tab (2 -> 1 open tags).

Since this was moved to themes, I decided to check which themes were affected by
this issue. Modern has this problem; Classic does not.

Adam, can you reproduce this on MacOS?
I also saw this once, but cannot reproduce it using 2002120408 on Win2k.
Please make sure that there is no userChrome.css file in the 'chrome' folder of
your profile directory.
If you still see it, can you make two screenshots that show one resp. two open
tabs? That way one could see which part of the tabs is responsible (i.e.
possibly too large in the inactive state).

I don't see this problem any more on Mac OS X 1.2.1 release. I guess somewhere
along the line it got fixed (possibly when the open new tab widget was added?).
