If I scroll bugzilla with the space bar, sometimes it will jump instantly instead of scrolling smoothly.

I'll add more information as I discover it.

This is in today's build, 20170703100357, https://hg.mozilla.org/mozilla-central/rev/283debe8155accfec5812c66e33384ce217d02c2, with apz.keyboard.enabled set to false (the current default).

It only seems to happen in e10s tabs, but not (for example) on about:support.
Sounds like another dupe of bug 1377814.
