Steps to reproduce: * Run ./mach help Actual results: The wpt* commands have no summary string. Expected results: Expected the wpt* commands to have summary help strings.

This can be fixed with some tweaks to functions in testing/web-platform/mach_commands.py with @command. They should have a "help" keyword argument providing the summary line. Optionally, write docstrings so the long form help is more useful.
