User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:54.0) Gecko/20100101 Firefox/54.0
Build ID: 20170628075643
Steps to reproduce:
1. Open "Options".
2. Go to "Privacy"
3. Open in-content "Clear recent history" dialog.
4. Select "Everything" in the time's range drop-down.
5. Change it to any other entry so the dialog size is changed.
6. Open the drop-down again.
Actual results:
A shrunk "drop-down" menu showing only three entries with a scroll bar appears.
Expected results:
The normal drop-down with all entries visible should appears.

Summary: In-content "clear recent history dialog"'s time's range drop-down is shrunk → In-content "clear recent history" dialog's time's range drop-down is shrunk
This is due to the Details being folded. If you fold it and reload the Options page, and then reopen the dialog, you will see it. I cannot see the "5. Change it to any other entry so the dialog size is changed." case.

You are right any change to the dialog size when the detail pane is hidden make the issue appear.
