There is no option to compose emails in plain text, or to set this as the default.
Yes, there is.

1) In "Tools > Account settings, Composition & Addressing" you have a checkbox
   "Compose messages in HTML format". You can uncheck that box.
2) If you have HTML composition selected (you didn't uncheck the box) then holding
   down the shift key while clicking "Write", "Reply" or "Forward" with create
   a plain text message.

Note, holding down shift works for both buttons and menu items
