While paiting text, we keep create and destroy ScaledFontFontconfig at gfxFont::Draw[1].

It takes 0.5% of cpu time while profiling facebook.

Attachment: Bug 1379530 - Part 1. Call GetFontGroup only y if HasDecorationLines or HasTextEmphasis.

PropertyProvider::GetFontGroup is costly at first use. We do not need even call
it if there is no decoraration or text-emphasis apply on this text frame.
