Tom will need L3 access so he can push to comm-* repositories and also the various build repositories. I am vouching for him as the Chair of the Thunderbird Council. Maybe Magnus can do the second vouch?

I'll definitely need L3 access. But I would be more comfortable with just L1 for the moment, both while I get used to the system, and while my paperwork is being dealt with.
