Most Bugzilla installations will have some set of languages that they will accept bug reports in. This can be codified on a per installation basis to make some tasks easier. In particular, it can flag bugs as having a particular language, so non-speakers can avoid those bugs and polyglots can do translations. This might allow the ability to reject posts that aren't in an accepted language, although b.m.o would probably turn this off. This could also help distinguish query results in different languages. Even if a language was not defined as a locally valid, it might be good to have a separate set of languages that are accepted from remote installations. Such bugs might go into a "Translation Box" for translation when they are moved. If the language is not supported on the remote server, it could go into an outbox for translation to a supported language, and conversely, some languages might be accepted into an inbox, but require translation into the native language by the remote server. Both could be active simultaneously. Presumably, the process should avoid translations like: Japanese -> outbox -> translation -> Spanish -> move -> inbox -> translation -> English if there exists either of these paths (avoid extra languages): Japanese -> outbox -> translation -> English -> move -> English Japanese -> move -> Japanese -> inbox -> translation -> English

We are not going to keep translated comments in sync with each other, nor are we going to scan comments to detect which language they use and reject those we detected as being written in the incorrect language.
