Migrate redirects from the generic cluster to Nubis.

We're scheduling the bulk of non- *.mozilla.com or *.mozilla.org domain redirects for Tuesday 9/19.  The following day, 9/20, we'll do top level domain redirects such as popcornjs.org.  Due to Let's Encrypt rate limiting the mozilla.(com|org) domains will have to be trickled in slowly on the order of 10-20 per week.
This was delayed due to a bug with SSL on Nubis/Traefik that caused sites to fail prior to migration to Nubis.  This work is scheduled to restart on Tuesday Oct 3.
Decomposing this bug into smaller chunks of work.
