Steps to reproduce:

1. Add webextension name, path in windows registry in HKLM\Software\Mozilla\Firefox\Extensions (as described at https://developer.mozilla.org/en-US/Add-ons/Adding_extensions_using_the_Windows_registry)
2. Run firefox


Actual results:

Firefox opened with blank page


Expected results:

Opened about:newaddon?id=<id>
In AddonManager extension has added and disabled

We got rid of the about:newaddon flow in bug 1317363.  Do you see the new indicator on the hamburger menu?
