Synopsis: Starting the mail client and opening (A)"edit->account
settings->security" and pressing a select button performs a no-op.
After touching the cert db via
(B)"edit->preferences->privacy&security->Certificates->manage Certificates", (A)
then works.
Analysis:
There is a reference problem if the cert db has never been opened prior to
executing (A)

Seems to be yet more profile dependent weirdness. randomly happens as profiles
go bad.
