Split from bug 131837.
Build: 04-17 trunk build and 04-16 branch build.
Now the fix for space in SimpChinese in bug 131837 has been checked into trunk
build, and I verified it works fine on both Mac and linux.
However, the space and bulleted dots in china.com Traditional Chinese page:
http://chinese.china.com/zh_tw/ that I mentioned before still remains.

On 04-17 trunk build and 04-16 branch build on Mac 10.1.3 when locale is
TradChinese.

I guess actually it's a evanelism prolem - I saw same thing on
IE6.0/WinXP-SimpChinese also on Win2k-TChinese.
