While string/copy requirements are being set, the following changes should tag along with the eventual PR:
- Refactor JS to more easily support tests.
- Get a better experience for Fx iOS. Currently gives same experience as non-Fx browsers. Suggest mimicking Fx Android experience.
- Clean up old l10n tags.
