Build ID: 2002-04-16-21 trunk, but also seen on 4-16-17 branch, Windows 2000.

Summary: Single news account setup fails to setup Local Folders and/or hangs.

Steps to Reproduce:

1. In a new profile, attempt to setup a news account.
2. After you've entered all of your information, hit Finish.

Expected Results:

Account is setup, Local Folders appear.

Actual Results:

Using Linux: The account is setup, but Local Folders don't appear.

Using Windows: The Account Wizard hangs at the Finish stage, and you have to
force quit.  On reboot, no account information is saved.

By the way, with the Linux build, even if I don't Local Folders, I can still
successfully post to news.mozilla.org/netscape.test.

On the 1.0 *branch* builds, this is now partially working for me (the hang
portion, we still fail to create Local Folders).  Will check the trunk when I
have time.
