Ensure the Form Autofill system addon is ready for l10n team (previous discussion in bug 1375799).

As suggested by :flod (https://bugzilla.mozilla.org/show_bug.cgi?id=1375799#c4):
- the folder `locale` should be renamed to `locales`,
- and a file needs to be updated (http://searchfox.org/mozilla-central/rev/cef8389c687203085dc6b52de2fbd0260d7495bf/browser/locales/l10n.toml#121-123).

We could use bug 1369291 as a reference.
Please let's keep the discussion in bug 1375799. I plan to follow up there later today, since everything chances based on the latest information you provided.
