1381535 - stockwell needswork:DOM not set if bug already awaiting triage

In bug 1380439, we mark bugs for DOM intermittent triage by setting Priority=-- and setting [stockwell needswork:DOM] in the whiteboard. If a bug is already Priority=--, it is not updated, but that leaves the bug missing the whiteboard tag.

This finds our two examples correctly (and nothing else):
