Mail & Newsgroups -> Compose -> Security -> Help opens a help window that isn't
a fully independent instance (stand alone) as help windows are in any other
places I have tried, thus:

- the help window isn't independently minimisable (if you do minimise it, as you
can with other help windows, it and the message security window disappear and
you have a situation where you can have the security window but you are unable
to dispell it with the 'ok' button until you again find the help window and
dispel that)

- you can't use the message security window whilst the help window is open

Reproducible: Always
Steps to Reproduce:
1. Mail & Newsgroups -> Compose -> Security -> Help
2. click on the message security window

Actual Results:  focus won't move to the message security window until you close
the help window

Expected Results:  focus should move to the message security window without
needing to close the security window

Current path to this help window:
  Compose window:  View | Message Security Info | Help

I was able to reproduce the problem in 1.3 Final, but in 1.4RC1, the help window 
is standalond -- you can close the info window and the compose window while the 
help window is open.
