1381691 - Extend Application Reputation telemetry probes

Two Application Reputation probes have expired in 56:

APPLICATION_REPUTATION_REMOTE_LOOKUP_TIMEOUT
APPLICATION_REPUTATION_SERVER_VERDICT

We need to extend their expiry since we are using them to detect problems with connections to the server as well as determine the effectiveness of our download protection feature.

We have yet to automate the monitoring of these probes but would like to have these probes be permanent and opt-out on release.
