Steps to reproduce:
Sometimes but not very frequently, mouse wheel cannot scroll page on Linux. But touch pad can scroll. This didn't happen in version 52. But I found it in version 54.
I am using openSUSE Tumbleweed with KDE 5.10.3.

kats, could this be APZ-related? Did we change something between 52 and 54 for mouse wheel scrolling?

It's possible, although I don't recall any specific changes related to mousewheel scrolling between 52 and 54. Also the buildid in comment 0 looks suspect, I'm wondering if this is an official Mozilla build or a distro-produced build.
Guo, can you try using a Firefox Nightly build and see if you still have the problem there? Also can you describe the problem in more detail? For example, is it just a few mouse wheel events that don't scroll? Or is that once it stops working, it remains broken until you restart Firefox? When you encounter this problem, does the mousewheel work in other applications?

The mouse wheel scroll was disabled and won't recover until I switch to other window and use mouse scroll and them switch back to Firefox window.
I am using the openSUSE build. I will try official build and nightly later. Will let you know once I get new test results.
I have been using official build of Firefox 54 for several days and cannot reproduce this problem. So I think this is a problem of distribution builds.

I think I can reproduce this with 62.0.2 on Debian Testing on a Tiny-Tiny-RSS installation. Scrolling with mouse wheel does stop after a while (keyboard or scrollbar still working).
Reported workaround (refocus browser window as in comment 3) does apply as well. Please re-open.
Sorry for the spam. I forgot to mention that this issue also appears in safe-mode.
