don't auto-detect the need for the sql db cache by default
As discussed on nss-dev, the sql-backed softoken db implementation by default attempts to determine if using a cache on a local file system would be faster than directly using the given db location (e.g. if $HOME is on an NFS share). While this feature is useful, the probe is expensive, and shouldn't be paid by users that don't know they need it (or that it even exists). (This changes the default behavior of the environment variable NSS_SDB_USE_CACHE.)
