reload frame from the right-click menu is now in a submenu
called this frame, which is quite innefficient for web developers,
it should be moved back to the first right-click menu.

Reproducible: Always
Steps to Reproduce:
1.go to a page with frames (www.wired.com)
2.right click on a frame
3.refresh frame has moved!!! :(

Actual Results:  refresh frame has moved to a submenu.

Expected Results:  refresh frame should be on the first right click menu.
